Commissioner of administration must establish a master contract program listing eligible contractors to assist state agencies with reorganization services

Contractors will use data analytics to help agencies reorganize along service lines rather than functional lines to improve efficiency and effectiveness

Contractors will assist with internal management reorganization to flatten organizational structure, move decision-making closer to service delivery points, eliminate redundancies, and optimize span of control ratios

Commissioner must report to the legislature by January 15, 2013 and January 15, 2014 on state agency use of contractors and resulting improvements in efficiency and effectiveness
