Establishes a $25 per adjusted pupil unit state aid payment for school districts and public employers that sign collective bargaining agreements with teachers by January 15 of even-numbered calendar years.

Defines "public employer" as school districts and other public employers negotiating contracts with teachers under chapter 179A that receive state funding under specified statutes.

Excludes superintendents, assistant superintendents, principals, assistant principals, and supervisory/confidential employees from the definition of "teacher."

Requires the Department of Education to determine adjusted pupil unit counts and distribute payments on a first-come, first-served basis based on available funding.

Appropriates funds from the general fund to the Commissioner of Education for fiscal year 2012 to pay financial incentives under this program.
