Requires the Minnesota Legislature to authorize by law any cyclical revisions of academic standards and high school graduation requirements before the Commissioner of Education can finally adopt them in rule.

Mandates the Commissioner embed technology and information literacy standards into state academic standards and establish a review cycle for academic standards and benchmarks.

Specifies initial revision timelines and requirements: mathematics standards (2006-2007), arts (2007-2008), science (2008-2009), language arts (2009-2010), and social studies (2010-2011) with implementation dates ranging from 2010-2013.

Requires review cycles to begin in subsequent years for each subject (mathematics 2015-2016, arts 2016-2017, science 2017-2018, language arts 2018-2019, social studies 2019-2020).

Delegates local control of revisions in health, world languages, and career and technical education to individual school districts and charter schools with their own periodic review cycles.
