Expands the definition of "qualified domestic violence-related offense" under Minnesota Statutes section 609.02, subdivision 16.

Adds female genital mutilation (section 609.2245) to the list of offenses classified as qualified domestic violence-related offenses.

Includes violations or attempts to violate 18 specific Minnesota statutes covering crimes ranging from murder and assault to stalking, terroristic threats, and violations of protective orders.

Applies to similar offenses under laws of other states, the United States, the District of Columbia, tribal lands, and United States territories.

Effective August 1, 2012, and applies only to crimes committed on or after that date.
