Amends Minnesota Statutes section 162.09 to create a transition provision for cities with populations under 5,000 according to federal census but 5,000 or more according to recent Metropolitan Council or state demographer estimates.

Cities meeting the transition criteria are deemed to have a population of at least 5,000 for municipal state-aid street fund eligibility purposes for the first four calendar years following a federal decennial census.

Requires the transportation commissioner to identify and compensate cities that newly qualify under the transition provision but did not receive municipal state-aid street funds in calendar year 2012.

For the 2013 allocation, the commissioner must provide each newly-eligible city a remuneration sum equal to what they would have received in 2012 under the new transition rules, then allocate remaining funds under standard procedures.

Both sections effective immediately upon final enactment.
