Removes the council's authority to require changes to local ordinances submitted for review, limiting the council to providing standards, criteria, and suggested model ordinances.

Eliminates regional recreation open space from the definition of "metropolitan system plans," narrowing mandatory planning to transportation and wastewater service.

Applies to seven counties in the Minneapolis-St. Paul metropolitan area (Anoka, Carver, Dakota, Hennepin, Ramsey, Scott, and Washington) and becomes effective August 1, 2012.
