Maintains existing exemptions for public transit bus manufacturers producing at least 100 buses annually and certain Department of Transportation projects at the commissioner's discretion

Clarifies that payment and performance bonds are required for public works contracts above the threshold amount, with provisions allowing recovery of reasonable attorneys' fees and costs in enforcement actions

Effective the day following final enactment
