Bill Summary

• Removes the requirement to use expedited rulemaking processes (section 14.389) for adopting rules governing state aid roads for counties and cities, instead requiring compliance with standard chapter 14 rulemaking provisions.

• Establishes a bridge inspection and signing account in the special revenue fund to receive permit fees and fund local bridge inspection, identification, and weight-posting sign installation.

• Redirects revenues from special permits (section 169.8261) to the new bridge inspection and signing account instead of the trunk highway fund, with the first $50,000 annually going to trunk highway fund administration costs.

• Requires the commissioners of transportation, natural resources, and the Pollution Control Agency to submit recommendations by January 15, 2013, on streamlining water permitting for transportation projects through a single point of issuance system.

• Becomes effective July 1, 2012.
