Authorizes the commissioner of health and local governments to specify fees in delegation agreements for licensing, inspection, and enforcement duties under chapter 157 and sections 327.14 to 327.28, with fees not to exceed actual costs including overhead and limited to their intended purpose.

Splits the private sewer and water fee for food establishments from a combined $60 fee into two separate $30 fees: individual private sewer at $30 and individual private water at $30.

Changes the definition of "individual private water" to reference section 144.382, subdivision 4, instead of Minnesota Rules, chapter 4720.

Applies the same private sewer and water fee structure ($30 each instead of combined $60) to manufactured home parks and recreational camping areas.

Modifies plan review fees for remodeling of mobile food units from $350 to $250.
