Establishes an immigrant and minority pilot microloan program through the Rural Finance Authority to finance specialty crops (annuals, flowers, perennials) and eligible livestock (poultry with outdoor access, sheep, goats) for eligible borrowers.

Eligible borrowers must be Minnesota legal residents who are either members of a protected group or qualified noncitizens, and must demonstrate ability to repay loans up to $10,000 with terms not exceeding six years.

Allows the authority to contract with intermediaries to deliver the microloan program and sets loan amounts at up to 70 percent of estimated crop or livestock value, with security consisting of personal notes and other required collateral.

Consolidates agroforestry and other Rural Finance Authority loan programs into a single revolving loan account under section 41B.06, transferring all balances from the separate agroforestry fund to this unified account.

Repeals the agroforestry loan program revolving fund subdivision and removes the "pilot" designation from the livestock equipment loan program, making it permanent.
