Establishes a motorcycle road guard certificate program administered by the Commissioner of Public Safety through the Minnesota Motorcycle Safety Center for persons performing traffic control at motorcycle group rides.

Certificate applicants must be at least 18 years old, possess a valid driver's license, and complete a motorcycle road guard certification course.

Allows certified motorcycle road guards to stop and hold vehicles during group rides after notifying affected cities and obtaining consent from first-class city police chiefs, and permits them to direct traffic notwithstanding traffic-control devices.

Requires the Commissioner to establish safety and equipment standards for certificate holders, including reflective safety vest requirements, and to assess fees covering program administration costs.

Violation of certificate requirements is a petty misdemeanor; rulemaking provisions become effective immediately, with full program implementation one year after rules are published.
