Amends Minnesota Statutes section 240.24, subdivision 2 to allow the Racing Commission to set regulatory threshold concentrations for nonsteroidal anti-inflammatory drugs in racehorses by rule, rather than maintaining a fixed limit of five micrograms per milliliter of blood plasma.

Authorizes the Commission to establish by rule regulatory threshold concentrations for medications and their metabolites in racehorses, provided their use does not exceed those thresholds.

Maintains existing exceptions for topical external applications without anesthetics or steroids, food additives, Furosemide or other pulmonary hemostatic agents administered under veterinary supervision, and nonsteroidal anti-inflammatory drugs.

Defines "test sample" as any bodily substance including blood, urine, saliva, or other substance as directed by the Commission, taken from a horse under Commission veterinarian supervision for analysis purposes.

Effective the day following final enactment.
