Amends Minnesota Statutes section 161.20, subdivision 4, relating to debt collection by the Department of Transportation commissioner.

Requires the commissioner of public safety to provide all accident reports involving damage to state-owned infrastructure to the commissioner of transportation.

Maintains existing authority for the transportation commissioner to collect money owed for licenses, fines, penalties, permit fees, and damages to state-owned property through reasonable business efforts.

Allows the transportation commissioner to contract for debt collection services and enter into agreements with the public safety commissioner to collect civil penalties related to highway use that have been reduced to money judgments.
