Establishes a temporary moratorium preventing employees of eligible employers not currently participating in the public employee insurance program from joining until January 1, 2015.

Exempts cities that have received a formal written bid from the program as of the enactment date, allowing them to enter based on that bid if they choose.

Applies the moratorium to both represented employees (through exclusive representatives) and unrepresented employees of non-participating employers.

Amends Minnesota Statutes 2010, section 43A.316, subdivision 5, governing participation conditions in the program administered by Minnesota Management and Budget.

Becomes effective the day following final enactment.
