Counties and cities with populations exceeding 2,500, along with towns over 2,500, must provide website addresses to county auditors where the public can access budget information required under new section 471.703, effective July 1, 2012.

Taxing authorities must include in published proceedings notification that budget information is available on their website and must state meeting times and places for budget discussions in official newspaper publications.

Property tax notices must inform taxpayers of counties, cities over 2,500 population, and towns over 2,500 that detailed budget information is available on their municipal websites if maintained.

Municipalities must publish on their websites by September 30 each year four years of budget data (two years actual, one year estimated, one year projected) organized by both function and expenditure type, including revenues and expenditures, with final budgets published within 14 days of adoption.

Municipalities without official websites must either establish a separate website or publish the same budgetary information in their official newspaper by October 30, with failure to comply resulting in withholding of state aids under specified sections.
