Excludes per diem payments received during regular or special legislative sessions beginning after January 1, 2013 from the definition of "salary" for Minnesota State Retirement System calculations for legislators.

Includes per diem payments received prior to the end of the 2012 legislative term in the salary definition for retirement purposes.

Modifies the contribution calculation for legislators in the unclassified plan to exclude per diem payments, leadership compensation, and living expense payments received after January 1, 2013.

Requires former legislators to notify the commissioner within 30 days after leaving office or within 30 days from the effective date of this section, whichever is later, if they intend to purchase health insurance coverage.

All sections are effective the day following final enactment.
