Metropolitan Council must establish and enforce a 25-cent fare for regular route transit in the metropolitan area, notwithstanding existing statute section 473.408.

Commissioner of Transportation must require each greater Minnesota urbanized area transit system receiving public transit assistance to establish and enforce a 25-cent fare for regular route transit.

Legislature finds that reducing transit fares increases ridership more effectively than other transit improvements and reduces harmful vehicle emissions and traffic congestion.

Appropriations authorized for fiscal years 2012 and 2013 to the Metropolitan Council and Commissioner of Transportation to replace revenue lost from lower fares and fund additional transit routes and more frequent service.

Appropriations for greater Minnesota transit are in addition to existing public transit participation program assistance and not subject to its limitations.
