Amends Minnesota Statutes section 84.0874 to expand disclosure of Department of Natural Resources electronic licensing data (name, address, and date of birth) beyond law enforcement purposes only.

Authorizes disclosure to government entities and for natural resources management purposes including recruitment, retention, and training certification and verification.

Permits disclosure to businesses and their agents to verify personal information accuracy and prevent fraud, pursue legal remedies, or recover debts or security interests.

Allows disclosure for use in civil, criminal, administrative, or arbitration proceedings in any court or agency, or before self-regulatory bodies, when a copy of the court order is provided.

Enables disclosure to tow operators to provide notice to owners of towed or impounded recreational vehicles or watercraft, and to insurers, private investigators, and security services for claims investigation, antifraud activities, rating, underwriting, and investigative purposes.
