Modifies road easement provisions across state lands to allow 50-year terms for school trust land easements and requires applicants to pay $2,000 non-refundable application fees plus monitoring fees.

Extends maximum lease terms from 10 to 21 years for general purposes, maintains 25-year limit for peat removal and mining waste storage, and allows up to 40 years for commercial leases including resorts and recreational areas.

Establishes expedited land exchange procedures for state-owned lands within Boundary Waters Canoe Area Wilderness, prioritizing exchanges that generate revenue for the permanent school fund and exchanges within Superior National Forest.

Authorizes private sale of surplus state land within Boundary Waters Canoe Area Wilderness to the United States without requiring appraisals, and exempts portions of the Mississippi River within Dayton and Ramsey from wild and scenic river designation.

Modifies state parks, recreation areas, and forests by deleting specified parcels from Interstate State Park and McCarthy Beach State Park, and adding lands to Greenleaf Lake State Recreation Area, Iron Range Off-Highway Vehicle Recreation Area, and Nemadji State Forest.

Authorizes multiple counties (Beltrami, Big Stone, Goodhue, Lake, St. Louis, Washington, and others) to sell tax-forfeited lands bordering public waters and allows St. Louis County to sell leased lakeshore lots to current lessees.
