Requires state court administrator to report regularly to the secretary of state the names and information of individuals placed under guardianship or adjudged incompetent, with the secretary of state updating voter registration records accordingly.

Mandates annual guardian reports include recommendations regarding the ward's voting eligibility and requires courts to issue written orders on voting status for limited guardianship wards, with copies sent to the ward by certified mail.

Establishes duties for residential facilities housing wards to maintain voting eligibility documentation and ensure only eligible wards receive voting assistance; effective August 1, 2012.
