Classifies offers made by the commissioner of management and budget to resolve collective bargaining agreement issues as public data once the exclusive representative shares the offer with its members, effective July 1, 2011.

Requires the commissioner of management and budget to submit memoranda of understanding affecting multiple bargaining units to the Legislative Coordinating Commission at least five days before execution.

Authorizes the commissioner of management and budget to request exclusive representatives negotiate amendments to collective bargaining agreements allowing unpaid leave and reduced hours as alternatives to layoffs.

Maintains confidentiality of mediation data provided to the Bureau of Mediation Services during labor disputes, with limited exceptions for identifying parties and dispute nature.
