Expands the definition of "children's product" to include food containers that are commercially available and contain food or liquid designed or intended by the manufacturer to be consumed by a child.

Maintains existing prohibitions on manufacturers selling children's products containing bisphenol-A (BPA) by January 1, 2010, and retailers selling such products by January 1, 2011.

Prohibits manufacturers from replacing bisphenol-A with carcinogens rated by the U.S. Environmental Protection Agency as A, B, or C carcinogens or substances listed as known, likely, or suggestive carcinogens.

Prohibits manufacturers from replacing bisphenol-A with reproductive toxicants that the U.S. Environmental Protection Agency has identified as causing birth defects, reproductive harm, or developmental harm.
