Expands utility disconnection notice requirements to include towns (in addition to cities) and holders of sheriff's certificates of sale for the property.

Requires utilities to provide holders of sheriff's certificates with a method to request the property's utility connection status, with responses limited to once per calendar week.

Allows holders of sheriff's certificates to restore or continue disconnected gas or electric service by paying unpaid charges incurred after the sheriff's sale, or by becoming the customer of record for the service.

Clarifies that a holder becoming the customer of record with a cooperative electric association does not acquire membership rights in the association.

Redefines "disconnection" to mean cessation of service affecting the primary heat source or electric service that is not reconnected within 24 hours.
