Appropriates $13,100,000 from bond proceeds to the Board of Water and Soil Resources for acquiring land to restore or preserve wetlands displaced by public road repairs or reconstruction.

Authorizes the Commissioner of Management and Budget to sell and issue state bonds up to $13,100,000 to fund the appropriation.

Allows the board to establish alternative payment rates for easements and practices that restore native prairies and protect uplands, with land purchases at fair market value as determined by the board.

Permits the board to partner with federal agencies, state agencies, political subdivisions, nonprofits, and property owners to acquire land, restore wetlands, and purchase existing wetland banking credits.

Takes effect the day following final enactment.
