Removes outdated language from Minnesota Statutes section 136F.71, subdivision 3, eliminating the "Beginning July 1, 1997" effective date while keeping the provision that interest income from general fund dedicated receipts is appropriated to the board.

Adds new subdivision 5 to section 136F.71 allowing the Minnesota State Colleges and Universities board to continue operations during a budget impasse if it has sufficient receipts.

Requires the commissioner of management and budget to provide statewide systems services and treasury operations to the board during an impasse, with the board paying for these services.

Appropriates payments received by the commissioner of management and budget to the Department of Management and Budget, with authority to transfer funds to the chief information officer and commissioner of administration as necessary.

Makes sections 1 and 2 effective July 1, 2012.
