Removes requirement that dealers issue registration plates and stickers "at the time of" vehicle sale, allowing dealers to issue them in conjunction with sales at other times.

Maintains dealer requirements for electronic transmission technology, training, and security and record-keeping plans satisfactory to the commissioner.

Expands eligibility for lien cancellation on passenger automobiles over seven years old to include dealers licensed under section 168.27, subdivisions 2 or 3, who are purchasing vehicles from individual owners for resale.

Preserves existing lien cancellation process requiring certified mail attempt to contact lienholder and presentation of returned letter as evidence of attempted contact.

Section 1 effective the day following final enactment.
