SF1823 - Capital Improvements Bonding and Appropriations

• Authorizes $849.95 million in capital improvements spending across state agencies through bond proceeds and dedicated funds for projects including higher education facilities, natural resources infrastructure, transportation, and economic development initiatives.

• Appropriates funds to major sectors: University of Minnesota ($78.06M), Minnesota State Colleges and Universities ($111.86M), Natural Resources ($55.5M), Employment and Economic Development ($161.79M), Corrections ($53.70M), and Veterans Affairs ($29.82M).

• Authorizes sale of state bonds up to $790.34 million from the bond proceeds fund, $25 million from the state transportation fund, and $16.12 million from the trunk highway fund bond proceeds account.

• Establishes the Lake Superior-Poplar River Water District in Cook County to provide water service from Lake Superior to domestic, irrigation, and commercial users with costs paid by water users.

• Creates a new housing infrastructure bonds program authorizing up to $25 million in bonds for supportive housing, foreclosed/abandoned property rehabilitation, community land trusts, and federally assisted rental housing with annual state payments capped at $1.85 million through 2035.
