Establishes mandatory staffing ratios for school districts: one classroom teacher per 18 students, one school counselor per 250 students, one school social worker per 400 students, one school nurse per 750 students, and one school psychologist per 1,000 students.

Requires each school district and charter school to establish data analysis teams of licensed staff to review student performance data and implement strategic plans to improve learning outcomes, with at least one hour per week allocated for teachers and counselors to conduct this work.

Mandates all school boards adopt comprehensive policies prohibiting harassment, bullying, intimidation, and violence based on race, color, creed, religion, national origin, sex, disability, socioeconomic status, sexual orientation, gender identity, and other characteristics by January 1, 2013.

Changes kindergarten requirements to full-day, everyday programs for all eligible children beginning July 1, 2012, and requires school districts to establish or provide access to early childhood programs for children birth to age five.

Requires school districts to develop strategic plans promoting parent education and community involvement, including home visits to families experiencing risk factors, and mandates districts report annually on disproportionate discipline of minority and economically disadvantaged students.
