Authorizes agencies to make advance deposits and payments for certain land acquisition grants and contracts, including short-term cash flow advances.

Eliminates annual reporting requirement for the Forests for the Future revolving account on land purchases and sales.

Creates an apprentice rider validation program allowing persons age 12+ without safety certificates to participate in up to two sponsored trail-riding events if accompanied by an adult with a valid certificate.

Modifies aquatic invasive species provisions including stricter civil penalties ($100-$500 for violations), enhanced inspector authority with tribal/local government delegation agreements, and mandatory inspection programs for water-related equipment.

Authorizes private sales of surplus state lands in Dakota County and St. Louis County, increases lease terms from 10 to 21 years on state lands, and extends appropriation availability for environmental trust fund projects through 2015.
