Reduces the special education enrollment percentage requirement for charter schools to receive accelerated aid payments from 100 percent to 90 percent of total enrollment.

Allows charter schools serving fewer than 150 students meeting the 90 percent special education eligibility threshold to request accelerated cash flow payments from the commissioner of education.

Requires the commissioner to approve properly submitted requests within 30 days and accelerate state aid payments according to the school's requested schedule.

Directs the commissioner to delay special education aid payments to other school districts and charter schools proportionally to offset the accelerated payments and maintain overall aid payment savings.

Effective the day following final enactment.
