Authorizes the Anoka County Board to perform routine roadway maintenance on the portion of Trunk Highway 47 north of Trunk Highway 10 within the county's jurisdiction, overriding any conflicting law.

Defines "routine roadway maintenance" as work to keep the roadway in reasonable repair and functional use, including striping, traffic control devices, and adding turn lanes within existing rights-of-way.

Requires the Commissioner of Transportation to permit the county to conduct this maintenance on the specified highway segment.

Becomes effective the day following final enactment.
