Increases bookstore notification timeline to students from 15 to 30 days before term commencement, and requires disclosure of course material title, edition, author, ISBN, retail price, publisher name, alternative format availability, and copyright dates of current and three previous editions.

Establishes a MnSCU textbook task force to study methods for reducing textbook costs, including evaluation of existing textbook legislation and exploration of alternative delivery methods like cross-campus sharing systems and e-books.

Requires the board of trustees to report task force findings and legislative recommendations to the legislature by January 15, 2013.
