Allows counties to claim eligible service costs for out-of-state residential mental health treatment facilities located in states bordering Minnesota if the facility is the closest appropriate facility to the child's home and has been inspected and certified by the Minnesota Commissioner of Corrections.

Out-of-state facilities must substantially meet standards applicable to children's residential mental health treatment programs under Minnesota Rules, chapter 2960, with complaints referred to the out-of-state licensing authority for follow-up.

Permits eligible service costs for out-of-state inpatient treatment facilities specializing in mental health services for deaf, deafblind, or hard-of-hearing children using American Sign Language if the facility is licensed by its state and located in an Interstate Compact on Mental Health member state.

Clarifies that the Commissioner of Human Services is not required to enforce Minnesota background study requirements under chapter 245C or maltreatment investigation requirements under sections 626.556 and 626.557 for out-of-state facilities.
