Replaces outdated terminology ("EMT-I," "EMT-P," "first responder") with current standards ("AEMT," "paramedic," "emergency medical responder") throughout Minnesota's emergency medical services licensing statutes.

Updates education program requirements to reference National EMS Education Standards by NHTSA instead of Department of Transportation curriculum standards.

Adds new definitions for "emergency medical responder group," "in-service ambulance," "intravenous infusion," and "intravenous therapy" to align with current EMS practices.

Expands disciplinary grounds for EMS personnel to include violations of controlled substance laws, unprofessional conduct, sexual misconduct with patients, false statements to the board, and failure to cooperate with investigations.

Modifies Cooper/Sams volunteer ambulance program verification to accept notarized affidavits from ambulance service administrators instead of requiring affidavits by specified deadlines, with retroactive crediting allowed through August 1, 2012.

Repeals outdated Minnesota Rules provisions (4690.0100, subparts 16-17; 4690.1400) related to airway management and equipment standards.
