State court administrator shall provide semi-annual reports to the commissioner of human services listing individuals convicted of felony drug offenses under chapter 152, including name, address, date of birth, driver's license number, and conviction details.

Commissioner of human services shall determine if convicted individuals are receiving public assistance and instruct counties to proceed with termination procedures under applicable statutes; data on non-recipients shall not be retained.

Commissioner of public safety shall provide monthly reports to commissioner of human services identifying applicants and holders whose driver's licenses or state identification cards were canceled due to multiple identification cards or expired legal presence status.

Commissioner of human services shall cross-reference provided data with public assistance program recipients to identify illegal or improper enrollment and shall provide due process protections before terminating individuals and notifying county attorneys.

Commissioner of human services shall report to legislative committees by April 1, 2013, regarding implementation, number of persons affected, and fiscal impact by program; effective date is January 1, 2013.
