Allows Dodge County to make the county recorder position appointive instead of elective through county board resolution approved by at least 80 percent of board members.

Allows Clay County and Jackson County to make the county auditor-treasurer position appointive instead of elective through county board resolution approved by at least 80 percent of board members.

Allows Kandiyohi County to make both the county recorder and auditor-treasurer positions appointive instead of elective through county board resolution approved by at least 80 percent of board members.

Requires county boards to publish proposed resolutions for two consecutive weeks, hold a public comment hearing, and may implement changes 60 days after adoption unless voters petition for a referendum requiring majority approval.

Allows offices to revert to elected status after at least three years as appointive positions with county board approval (60 percent threshold) and public notice, or through voter petition and referendum requiring majority approval at a general election.
