Increases the compulsory school attendance age from 16 to 18 years old, or until successful completion of high school graduation requirements, whichever comes first, effective for the 2013-2014 school year and later.

Modifies reporting requirements for persons providing instruction to children to reflect the new age range of seven to 18 years old.

Updates the definition of "habitual truant" to apply to children under 18 years of age and specifies absences are measured per school year.

Allows school districts to terminate enrollment of nonresident students over age 18 who are absent without lawful excuse for one or more periods on 15 school days.

Repeals the section allowing lawful withdrawal from school under Minnesota Statutes 2010, section 120A.22, subdivision 8, effective for the 2013-2014 school year and later.
