Authorizes charging transaction fees up to $3.50 and convenience fees up to 3% of license cost for electronic bank card payments, with required signage at in-person locations

Allows the commissioner to assign temporary identification numbers to electronic purchasers as authorization until physical licenses are received

Requires game and fish licenses to remain available by electronic transaction regardless of biennial appropriation status, with emergency general fund appropriations authorized for supporting functions if needed
