Extends school districts' authorization to use prone restraints (face-down positioning) with children age five or older until August 1, 2013, an additional one-year extension from the previous August 1, 2012 deadline.

Requires school districts to provide the department with lists of trained staff, training details, and report each prone restraint incident within five working days; department must publish quarterly data on districts' use of prone restraints on its website.

Mandates the Department of Education develop a statewide plan by February 1, 2013 to reduce districts' use of restrictive procedures, including measurable goals, resources, training, and recommendations for improving related laws.

Requires school districts to report summary data by July 1, 2012 on their use of restrictive procedures during the 2011-2012 school year, including incident numbers, student counts, injuries, and demographic information.

Expands prohibited physical holding practices to include actions that restrict or impair a child's ability to communicate distress, place pressure on the head/throat/neck/chest/lungs/sternum/diaphragm/back/abdomen, or result in straddling a child's torso.
