Agencies must submit their annual rulemaking docket and official rulemaking record by January 15 each year to legislative chairs and ranking minority members with relevant jurisdiction.

Agencies must send notice of intent to adopt rules and statements of need and reasonableness to the Legislative Coordinating Commission in addition to existing recipients.

Statement of need and reasonableness must now include an assessment of the cumulative effect of the proposed rule with other federal and state regulations, defined as the incremental impact over time that can result from individually minor but collectively significant rules.

Five environmental and agricultural agencies (Pollution Control Agency, Department of Natural Resources, Board of Water and Soil Resources, Environmental Quality Board, and Department of Agriculture) must report to the governor and legislature by January 15, 2013, updating information previously reported under Laws 2000, chapter 469.
