Requires written authorization and disinterment-reinterment permits for cremated remains before they can be disinterred and reinterred, extending previous requirements that applied only to non-cremated human remains.

Mandates written consent from both the person with legal right to control the remains and the person or persons with burial rights at the cemetery site (or property owner if not in a cemetery) before cremated remains can be exhumed.

If cremated remains are gifted to another person, that gifted portion cannot be exhumed without written consent from the recipient of the gift and the cemetery burial rights holder or property owner.

Requires that any exhumation of cremated remains be conducted in a respectful manner that preserves the dignity of the human remains.
