Changes athletic trainer credentialing from "registration" to "licensure" throughout the Athletic Trainers Practice Act and requires applicants to hold a baccalaureate or master's degree from an accredited institution.

Expands the definition of "approved education program" to include any nationally recognized accreditation agency for athletic training education programs approved by the board, rather than limiting to specific organizations.

Modifies temporary permit provisions to 120 days duration (previously one year) and reduces the maximum number of temporary permit holders under one licensed athletic trainer's supervision from four to two individuals.

Requires licensed athletic trainers to maintain current Board of Certification credentials at time of license renewal and establishes a grandfather provision allowing persons registered as of June 30, 2012 to continue under the new licensure system.

Adds new definitions for "injury or illness" and "practice of athletic training" tied to formal training in nationally recognized educational competencies and clinical proficiencies, and establishes licensure fees including $50 application fee and $100 annual licensure fee.
