Authorizes school districts to replace special education revenue lost due to statewide special education appropriations caps

Special education proration replacement revenue equals the difference between initial special education aid and actual aid received, plus the difference between initial excess cost aid (calculated without appropriations caps) and actual excess cost aid received

School districts may levy an equalized levy amount equal to replacement revenue multiplied by the lesser of one or the ratio of the district's referendum market value per resident marginal cost pupil unit to $476,000

Districts receive equalized aid equal to replacement revenue minus equalized levy, with aid reduced proportionally if the district does not levy the full permitted amount

Effective for revenue in fiscal years 2014 and later
