Permits law enforcement agencies to access Department of Human Services electronic civil commitment data for background checks on applicants for explosives possession permits.

Allows the commissioner of human services to provide commitment information through the Minnesota Crime Information System on individual request basis for explosives background checks under sections 299F.73, 299F.74, 299F.75, 299F.77, and 299F.785.

Limits information provided to whether a person has been civilly committed under chapter 253B and the type of commitment.

Applies to both existing firearms background check procedures (sections 624.7131, 624.7132, and 624.714) and new explosives background check procedures.
