Commissioner of Transportation shall conduct a freight rail economic development study in cooperation with the Commissioner of Employment and Economic Development to assess the economic impact of freight railroads in Minnesota.

Study will identify opportunities to expand business development and enhance economic competitiveness through improved utilization of freight rail options, with findings incorporated into the statewide freight and passenger rail plan.

Commissioner must submit an interim progress report by January 15, 2013, and a final report by September 1, 2013, to legislative committee chairs and ranking minority members with jurisdiction over transportation and economic development.

Reports must include any recommended legislative initiatives.

Commissioner may expend up to $216,000 in fiscal year 2013 to pay the costs of conducting the study and reports.
