Allows any person to use a muzzleloader with a scope to take deer during muzzleloader season, removing previous restrictions limiting this to visually impaired hunters only.

Eliminates the requirement for permits to be verified by licensed physicians, ophthalmologists, or optometrists before authorizing scope use.

Removes permit validity periods (previously up to five years) and permit possession requirements while hunting.

Eliminates criminal penalties for false permit applications and fraudulent medical certifications by healthcare providers.
