Amends Laws 2005 to allow St. Cloud area cities (St. Cloud, St. Joseph, Waite Park, Sartell, Sauk Rapids, and St. Augusta) to extend their local sales and use tax through December 31, 2038, if approved by voters at a general election held no later than November 6, 2018.

Allows tax revenues to be used for costs of collecting and administering the tax, and for capital or administrative costs of regional projects including the airport, transportation improvements, community and aquatics centers, public libraries, and park land acquisition.

Changes the original December 31, 2018 termination date for the tax to allow extensions beyond that date through 2038 upon voter approval.

Specifies that revenue use for regional projects is limited to amounts authorized in the enabling referendum for each project.

Applies to all six named cities in the St. Cloud area with the same extension and termination provisions.
