Removes the requirement for school districts to obtain department approval before purchasing food service equipment from the food service fund.

Allows food service equipment purchases from the food service fund only when the unreserved balance in the food service fund at the end of the last fiscal year exceeds the cost of the equipment.

Changes the approval process from requiring two conditions (fund balance and department approval) to requiring only the single condition of sufficient fund balance.

Applies to food service equipment purchases made on or after July 1, 2012.
