Appropriates ongoing funds to the Racing Commission, Gambling Control Board, and State Lottery for operations and establishes automatic funding mechanisms if biennial appropriations are not enacted.

Racing Commission receives revenue from license fees and fines deposited in a racing and card playing regulation account; if a fiscal biennium ends without new appropriations, prior year second-year funding automatically continues until new appropriations are enacted.

Gambling Control Board receives revenue from imposed fees deposited in a lawful gambling regulation account with the same automatic funding continuation provision as the Racing Commission.

State Lottery funds are permanently and continually appropriated on an ongoing basis, with automatic funding for central accounting, procurement, payroll, and human resources functions if major appropriation bills are not enacted by the start of a fiscal biennium.

Commissioner of Management and Budget may transfer appropriated funds to other state agencies to support accounting, procurement, payroll, and human resources functions for these three gaming and lottery entities.
