Appropriates $100,000 in fiscal year 2013 from the general fund to the commissioner of management and budget for a study on return on taxpayer investment (ROTI) methodology.

Study focuses on human services and corrections programs administered and funded by state and county government.

Study scope includes assessment of ROTI initiatives in other states, design implications for Minnesota, and identification of Minnesota higher education institutions capable of providing nonpartisan institutional support for ROTI.

Commissioner must consult with state agencies, counties, legislative staff, higher education institutions, and other stakeholders during study development.

Commissioner must report findings and recommendations to the governor and legislature by November 30, 2012.
